When I want an image to have a distinct paint-effect with brush strokes, my first point of call is Topaz Studio 2 or the Impression Plug-in from Topaz that I purchased a couple of years back.  But if I want to create a sort of painterly effect I use Lightroom.

One of the videos that I have watched is from Nigel Danson who also processes his images with a painterly effect only using Lightroom.

I just love his work and how he processes his images.  I like the softness he creates in his images.  They have this effect that gives such an artistic flair to the image.  At 10.46 he gives a great tip on how to rid of specks of blue sky that distracts you from the image, using a radial filter, with negative clarity and increased exposure.
